When insufficient inventory is available, the Generate Shipment Request process does not send the order details to WMS.

Can someone please confirm that Generate Shipment Request only sends data to WMS when inventory is available to ship from Oracle Inventory Cloud? We had hoped there was a way to pass the order details to WMS even if there was insufficient inventory.
