Promotion as a Markup Percentage

I have a business requirement to create pricing Promotions as markup percentages on the net price (List - discount). First, is this supported? If so, how do I do so. I can create the promotion, but don't seem to be able to pick the correct Adjustment Basis that will calculate the markup on the "Your Price" in OM.

Second, I can't seem to find detailed instructions for setting up the product category for promotions. I assume I need to note my category in a matrix class, but I don't see one specific to promotions. What am I missing?
