Need a specific confirmation about ECO process in Fusion

Need a specific confirmation about ECO process in Fusion

1) Has anyone created an ECO for a "NEW Structure" via the Back end (REST/SOAP NOT FBDI). Does Fusion expect that ECOs for NEW Structures have to be mandatorily created via Front end only or Batch process

The existing APIs seem to Support only Updating a Structure that already exists via either Add, Change a component

For e.g REST APIs are not able to create a Primary structure but only can Add Components under a Structure defined previously ( Adding components mandatorily expects a BILL Sequence ID)

Similarly we also tried SOAP but with no success. Sample Payload and screenshot of what is missing and can never be created via Backend real time it looks like.
