How to delete component item via Change Order in PIM

We need to delete components in item structure from the change order in Product Information management (not from Product Development).

Below are the steps we are following:

1. Create Primary Item structure in PIM
2. Navigate to 'Manage Change orders' in PIM and create a change order.
3. Add our finished good to the Change order.
4. Open the item in change order and navigate to Structure > Primary
5. Select a component > Actions > Delete

Once we click delete we get the following error information: ' Component XXXXXX cannot be deleted through a change order because it is not a pending change'.

Why this message? How to resolve this to delete the component?
