unable to uncheck "Automatically accept responses" in qualification area

Summary:

When we create a qualification area and "internal survey" is checked, we are unable to uncheck "Automatically accept responses". We also notice that from qualification initiative, when we try to "Return to responder" action, it is grayed out. Business conducts 'supplier performance evaluation' using this function where they publish initiative to multiple internal stakeholders. They need the option to return to responder as this activity will go for some clarifications back and forth.

Is there a way to uncheck "Automatically accept responses" in above scenario?
