How can we get Planning to let us know an item is inactive?

We have an item number that exists in both a source organization and a requesting organization. At the requesting organization, the item is active, but at the source organization, the item is inactive.

In Planning, when the Planning Manager releases a transfer order for this item, it seems like the system is creating a transfer. However, no transfer order is actually created. The next time the plan is run, the item still appears as awaiting release for transfer.

Is there a way to alert the Planning Manager that the item they are trying to order is not available at the source organization, and therefore, no transfer order will be created?
