Cell comments with single time dimension on data forms?

Summary:

Has anyone been able to use single time activated on a data form with cell comments allowing input?

I have tested on a form where the single time check box was unchecked and it allowed me to enter cell comments.

Where the data form has single time checked, the cell comment only shows display cell comment option and not the option to add comments.

please advise before I raise the SR with Oracle.
