Unable to enter any value in Override rate created as a single attribute

in Workforce Management

We have created a Rate amount as a single attribute with filtered and Unfiltered Data source as "Default format value set for number" and attached to the layout set but while entering the timecard we are not able to enter any value in this field its giving an error enter 0 or less characters.
