Setup up API calls from Fusion Product Development to an API stored on an OCI VM server?

Summary:

We are trying to call an API from Fusion Product Development to a VM server (where the APIs are stored). The server is on a OCI VCN. We are trying to get the call to go through the Fusion communication channel with OCI VM. Instead the url call from the Action Menu goes out with the end user IP address. This method requires opening of firewalls for global internet traffic which is unacceptably insecure. Does anyone know how to make these user triggered calls in a secure manner?
