Split order release action Error "The shipment graph has no feasible solution: {expl=null} (0= Time"

When we try to split order release by ship unit action on already planned order throwing the error like below:

The shipment graph has no feasible solution: {expl=null} (0= Service time has no solution; Location not checked; Carrier capacity not checked. Shipment: CFAO.531133 is Time feasible; Location not checked; Carrier capacity not checked. Shipment: CFAO.531134 is Service time has no solution; Location not checked; Carrier capacity not checked. ) Opened Folder The shipment graph has no feasible solution: {expl=null}

I've checked all the possibilities to troubleshoot:

1.has valid rates

2.valid rate service

3.Dates are fine on shipment (fixed arrival/departure is not checked on shipment stops)
