Unable to create a Change order for one time address in Oracle Fusion

Summary:

Hi Team,

Business Created a PR with One time address. The Same address was available in ship to location once they create a PO from PR.
There is no issue till then.

Business now try to change the quantity in the PO. They create a change order. Now as Ship to Location is LOV, one time address is not shown on the list.
Is this any standard behaviour?

To inform, we have given some random address and changed quantity and submitted the changed order. and the ship to address is back to One time address.

I see some bug while creating a change order for one time address PO.
