Replenishment from active location to active location breaking task by destination location

We are trying to replenish from active locations to active locations, the requirement is that task should break by destination location

When attempting to replenish from active locn to active locn WMS only allows to create the replen rule with "Consolidate and Distribute Replen" flag enabled. But Customer wants to have a behavior like if replen rule has this flag disabled. We tried some options on task template ordering criteria, such as break by Allocation UOM or By Order Hdr Ship To Name (replen order has this field populated with destination location), but none of them worked as required.
