Non Corporate conversion rate type application

We are trying to apply a custom rate type to AR invoices in one BU. For rest of the BUs, we use Corporate rate.

How do we get the custom rate displayed on invoices, which is government specified rate? Not sure if this application needs to be at project module level.

Any help is much appreciated.
