How to perform quality inspections at supplier location before ASN is created?

I know Oracle Fusion Quality management supports inspection at three levels - Receipt, Inventory and work in process. The client requirement is to perform inspection at the supplier location before the shipment (from supplier site) is shipped. So, the quality inspection needs to be done at the supplier location before the ASN gets created. Does Oracle Fusion supports this functionality Quality Inspection at Supplier side?
