Block Creation Issue in ODR

Summary:

When we are trying to copy from consolidated top entity(CONSOL_ENTITY) to one base entity STAT_Total for few Stat account and stat profit centers from source we are having the block creation issue. logic is working fine if we submit some data for the first time for some set of accounts and PCs but it is not working for a new set of accounts and PCs. Could anyone please help us on this?
