Item created in PIM can not be assigned to Change Order in Product Development

We have a situation where customer went live with PIM and all the items where created directly in PIM. Now they have decided to use Product Development as well, However there is a limitation that we can not update existing items using PD which were originally created using PIM.

We can not assing these items to Change Order/Change Request. Is there any way we can update the items created in PIM through PD?
