Why is Address not required for Create Supplier, but required for External Supplier Registration?

Summary:

We noticed that even though the Addresses line is marked as Required in 'Configure Supplier Registration and Profile Change Request', the user is able to create suppliers without Address using the 'Create Supplier' option from Procurement → Suppliers.

Question:

Are the setups from 'Configure Supplier Registration and Profile Change Request' meant to cover only the external supplier registration and the 'Register Supplier' option, but not the 'Create Supplier' option?
