Smart View Add-On for Administrator extension cannot be installed

Summary: When installing the Smart View Add-On for Administrator extension the install cannot be completed because it "Could not load file or assembly"


Content (please ensure you mask any confidential information): I've managed to install Smart View on my Surface Laptop 7 (ARM-based CPU), Windows 11, into Microsoft Excel, however when installing Smart View Add-On for Administrator I've run into an error, attached is the screenshot of this error.

I'm the admin of my device and I do have .NET framework 4.8 installed.

I've had a look at this thread which suggests to install it in the extensions tab of Smart View options. It does pop up there, however, the same error message shows:
