When there is ownership for higher levels to edit their org, its removing access for lower levels

FVP's and HOO's need to have the ability to edit all under their hierarchy - if they take Ownership, then it removes the visibility from the lower level HC planner to see their orgs

Why can't HOO have ability to make changes without removing the visibility of the HC owner without taking ownership - this was made more difficult in multiple time zones with limited time to submit the form.
