The table-based DFF is not being populated at PO line level

At Po line level, there is two table based DFF - Budget Reference Number & Budget Description

Both uses the same parameter value set.

However one DFF (Budget Reference Number) is being populated and the other one is not being populated (Budget Description).

Kindly suggest a workaround for this issue.
