Can I find out what the users in the FCCS can and cannot do?

Can I find out what the users in the following groups can and cannot do?

planning_Console_Upgrade_Service_Admin_Group
Service administrator updated
User updated
Power User updated
Viewer updated
Administrators
All Domain Users

Would you provide information on what is included and not included in the definitions of these groups?

For example, if both Power User and User can post a JE, what is the difference between them?

I would like to know what each of these groups can and cannot do?

Also,

Could you please tell me if there is a user group which is allowed to view all the data but not allowed to make any changes
