  1. The first logic - if a task is capitalizable or not. If yes, execute the 2nd logic. If no, no change (meaning a requisition can be submitted)
  2. The 2nd logic - if PM review is checked to YES, then no change (meaning a requisition can be submitted). If PM review is not checked to YES,
    then the system will stop anyone from submitting a requisition against the task.
