Allow users from Partner Org A to access quotes created by Partner Org B

Summary:

I have a use case where Company A and Company B were partner org within CPQ instance. Later, Company B was acquired by Company A. Now Company A wants to have access to all quotes created by Company B. How can we achieve this? Do we have to create users for all (in Company A ) in Company B ?
