Why is the "Review Work Order Costs" not displaying Resource transaction costs?

Summary:

Review Work Order Costs UI not displaying Resource transaction costs after selecting the Resource from the Input Costs and clicking Details which opens the Review Cost Accounting Distributions UI but without any data. This information is found when querying the Review Cost Accounting Distributions UI directly. Also when doing the same for Component Input Costs and clicking Details the data is displayed. This is in a Perpetual Average Cost organization.
