Restrict what positions can be selected under "reports to" when editing or creating a position?

Summary:

We would like to give some of our HR team members access to edit and create positions. However, we don't want them to be able to add just anyone as the parent position. For example, today, if you edit or create a position, you could select anyone, even the CEO. Is there a way to restrict this field? Perhaps by AOR.
