debit memo not checked in self service receipts

The supplier site is enabled for 'Create debit memo from return'. When we create returns from Inventory Receipts, the debit memo check box is enabled but when we perform the return from self service receipt the 'debit memo' check box is not enabled by default. The user has to manually check the box to create debit memo.

Did I miss any thing or is this the functionality?
