How to send workflow approval directly to the person with DOA

Hi,

I have a requirement to send Retirement approval directly to the person (with appropriate delegation of Authority amount limit) in job level hierarchy of Cost Center manager. Two things are important:

1. The approval should not go to (skip) Cost center manager, instead it checks in his hierarchy the person with right job level (say 30 corresponding to approve amount upto 50K) and that person will be the single and final approver.
2. Is there a way to select Manager of Asset Assignment Cost Center Manager? How can we use "Add Custom Value" and where to fill the custom value in the approval template?
