Unable to see option to create new transaction type under transfer order source.

Summary:

Dear Community,

Our client has a requirement to capture project details for transfer of goods between 2 different Legal entities. Since they are looking for simple process without capturing transfer rules, rather than SCFO, we decided to go with standard Transfer order process. However, we identified "Allow project transactions" is not enabled for seeded transaction type under transfer order source. Moreover, to create custom type, i cannot see add icon. Can somebody please point out what am i missing here? How to create custom type under Transfer order transaction source?
