Consolidate/Translate with No Prompts is not visible to User

We have enabled Consolidate/Translate with No Prompts in our application and have enable on Data forms as documented.

It works fine for Admin user but for normal user, it is not visible at all.

We can not enable permission on these rules as they are not visible in Rules card.

Is it expected?

Kindly advice!
