"Capture Progress" not visible in Manage Financial Project Plan

Summary:

Our business decided to utilize Task progress function. While we are testing, we noticed we can use it on the newly created projects vs we don't even see "Capture Progress" button in Manange Financial Project Plan. Both projects (new and existing projects) are under the same project manager. Any guidence would be greatly appreciated.
