Trouble with Person Spotlight when creating new roles with Area of Responsibility

I am trying to create new Human Resource Specialist security roles that are tied to Area of Responsibility by country. In the test environment I recreated the role with all of the same data security roles except they are tied to area of responsibility instead of having access to all users. When testing the role, I cannot search for users in the Person Spotlight tile but when I search for them in the Org Chart tile I have the access to Person Spotlight details
