Personalize parameter set by user

Summary:

In our organization we have more than fifteen parameters set used. It's not user friendly for our user to select the good ones.

I would like to know if it's possible to personalize the parameter set to the user ID.

To compare, we can do it thanks to the Manage User Access for the User Access Type : 'Saved query' and include or exclude saved queries by User ID

I would like to do the same for the parameter set ID.
