Allow Item Description Update checkbox not visible in Configure Procurement Business Function Setup

We noticed that that the Allow Item Description Update checkbox is no longer visible under the "Configure Procurement Business Function" task in Setup and Maintenance. By going into Sandbox, the attribute can be made visible but it has been hidden by default which was not the case earlier.

Was this part of a recent update and is there a reason behind oracle hiding the attribute from the setup?
