Same Item in Work Definition& work order One with Fixed and Another with Variable Basis Type

Summary:

We have a scenario where same component need to be defined with basis type as fixed and variable with different usage quantities at same operation in a work definition. so that we can create the work order with same component with fixed and variable basis at same operation.

System does allow to do that in Item structure and work definition. But when we create work order for the assembly, its throwing the error about this component.

Is there any way we can handle this.
