Quality Inspection Criteria not Displaying

Created a new User and assigned them to the Oracle Seeded Quality Engineer Role. When User tries to create an inventory inspection plan, they enter the subinventories in the criteria, click done, then when they try to save their plan, it errors out saying at least 1 criteria must be defined. Also noticed that when this user inquires on an exiting Inspection plan where criteria was defined, it does not show any criteria. I am assuming we may need to add an additional Role or Priv. to the user, just do not know what that would be. Any suggestions?
