Accounting based on one time delivery address

Summary:

We have a requirement to account based on deliver-to location. We need cost center to be accounted differently if its one time address.

Created account rule with "XCC_ONE_TIME_LOCATION_FLAG Is not null" condition but Unable to activate purchasing TAD

Please could you let me know any option available in TAD to determine if one time address is used in PR during SLA account determination?
