"Sign-on policy denies access" problem

I am the only admin of my tenancy, and I am encountering "Sign-on policy denies access" problem after I modified sign-on policy mistakenly.

Content:

I mistakenly modified the sign-on policy in OCI, which locked me out. Now, I cannot log in to OCI, and no users, including admins, can access Console to modify the policy. This issue is solely related to the sign-on policy, not MFA. I contacted OCI support multiple times, but they could not resolve it, and redirected me here. Even resetting MFA did not help. The error message I receive is identical to the one in this post:
