Multi source buy Item which have different lead time and Planning Time fence which is at ItemOrg lvl

Summary:

Multi source buy Item which have different lead time. Item gets locally sourced from one supplier whose lead time is in days and other supplier which is international sourced whose lead time is in weeks. Planning Time fence which is at Item-Org level which is common for both the item. How should we keep the Planning Time fence for such Items.
