How to restrict the RFP owner to put the Commercial Evaluation Criteria

In oracle fusion, how to restrict the RFP owner to put the Commercial Evaluation Criteria and assign the sole rights to Commercial team member only to add the commercial evaluation criteria

There are few cases where user can submit the RFP/RFQ without consulting Commercial Team or team can their own Commercial Evaluation Criteria without consulting Actual Commercial Team. Due to this we may lose the control on RFP/RFQ process.

So, we would like to know is there a way that we can control this via Customizing the Role and providing Data Security Policies so that Commercial Team can add their own Evaluation Criteria so that no one can make changes to the criteria.
