Couldn't create contract from Procurement Request- Error Invalid Action : 100000234603129

Summary: When a Contract Administrator tried to create a contract, he is getting and error when he press the button Create Contract.

Error: Could not create contract. the contract can't be created because of this validation: Invalid Action : 1000000234603129

when I create a contract (without Contract Request) it is working fine.

If anyone can give me some direction???
