Supplemental rules ,Control Budget Segment Filters and transaction account filters

Summary:

We have advisory at the control budget level, and we wanted to exclude revenue accounts from the budget check process.
To do this, we created a supplemental rule and excluded the revenue accounts from the budget check process.
We created a manual journal to test it and still noted that revenue accounts are undergoing budget checks (we queried the conde combination using Review Budgetary Control Transactions).

Since the supplemental rule was not working, we added another condition under transaction account filters for journal source as Manual and Category as Addition, but still the manual journal is going funds check.
