Publish document - Document Catalog

Summary:

In EBS, the "Publish to Catalog" functionality was available on the Attachments page. This feature allowed documents to be added to the catalog and attached to other transactions.

Do we have a similar functionality in Oracle Fusion?

Also, is there an alternative way to address this business requirement: Purchasing contracts generated in a third-party system need to be stored in Oracle (e.g., UCM) and attached to the PO when creating it from the front end?
