Does Goal and Performance Management have Talent Review license dependencies

We are currently paying for Talent Review and Succession Management, but are not directly using any of those features. For example, our business does not support actively maintaining employee profiles, skills or the like. However, some features appear to be used by Goal and Performance Management (two separate SKU's).

Our question is whether we can drop the Talen Review sku, without adversely affecting how Goal plans and Performance management operate. Or, are they interdependent and actually require the Talent Review module to work properly.
