Can a user be setup to manage absences for a location

Hi All,

I am trying to figure out if it is possible to create a user or assign a user a role to manage absences for anyone falling under their specific location.
I have between 20 and 150 users in each location (None with oracle fusion access)
I would like to add one user for each location that manages their locations absences, so for Location A User 1 can manage their 57 staff and Location B User 2 can manage their 87 staff. Some staff may be part of multiple locations.

They should be able to add an absence of any type for their staff members.
