Partial Row Fetch Size

Summary:

I don't think the Partial Row Fetch Size setting is working for our forms. We have forms that have thousands of rows of data. So I thought using this setting would help the forms load faster. But they appear to load all rows at once, regardless of this setting. I was thinking that the fetch is so fast that I don't get a message that it's fetching when I scroll down, but that isn't the case when I'm editing dimensions - I do get that message when scrolling. How can I tell if the fetch size is being used? Setting
