What is the maximum number of records that can be loaded using Project misc cost upload FBDI

We want to use "Project Miscellaneous Cost Transactions Interface Version 3" to load historical project costs. The estimated volume is 6 million records. KIndly answer the following question

  1. What is the maximum number of records that can be loaded in a single upload?
  2. And the time required for each load process?
  3. Is there any alternate approach where we can load the records? for example using REST APIs
    I am also attaching the FBDI for your reference.
