Cannot create a Determining Factor Sets for withholding tax

Hi Cloud Tax Expert,

When create a tax determining Factor Sets for withholding tax, I entered both infomation for

1 Hearder-Set values (Tax Determining Factor Set Code, name and Set Usage as "Withhoding tax regime determine"

2 LIne-Tax Determining factors (Determining Factor Class, Determining Factor Name, Regime Determination Level)

However after save and requery, it only show the header info and none of Line level value existing. Please see the 2 print screens. Please advise why I cannot save the line
