User unable to see the detail and approve the shared view transaction

Summary:

We had a shared view setup where one HR hire the employee and save the transaction(classic UI) and it goes to another HR for approval "Resume Transaction" in their BPM worklist shared view but the other HR is now having a blank notification and "resume transaction" option is gone. While its working for other HR
