HCM Extract Run as a flow with all attribute parameter doesn't return data in Production POD

I have a situation where a data extract created using HCM extract and template done using BI was migrated from UAT pod to Production pod and while running the extract as full file (parameter as - all attributes) doesn’t return any data in xml output. This is working fine in UAT pod and was migrated to prod last week. I thoroughly checked for any hardcoding or filter but nothing unusual. Same copy extracting all data in UAT prod but not in prod. I couldn't think UE(User entity) could be an issue considering a week back UAT was returning data and
