DM: Bookings Forecast Status is blank for combination with Bookings History. Why?

Bookings Forecast Status that I'm aware of are the following

1- ACTIVE

2- INACITVE/NEW/IMMATURE

3- INACTIVE/RETIRED/DISCONTINUED

The STAT engine didn't assign any "Bookings Forecast Status" value (left it blank) to a combination with bookings history. Why would it do that?
